What Are The Levels of Home Care Packages?

Home Care Packages are a program offered in Australia to provide support and services for older adults who wish to remain independent in their own homes. The program is funded by the Australian Government and administered by the Department of Health.

Home Care Packages are tailored to meet the individual needs of recipients and are designed to support various aspects of daily living. These packages offer a range of services that can include personal care, nursing care, allied health services, domestic assistance, social support, transport, and other forms of assistance.

The program operates on a consumer-directed care (CDC) model, which means that recipients have more control and flexibility in choosing the services they require. They can work with an approved Home Care Package provider to develop a personalized care plan that aligns with their specific needs and goals.

There are four levels of Home Care Packages available, ranging from Level 1 to Level 4. The level assigned to an individual is determined through an assessment by the Aged Care Assessment Team (ACAT) or the Aged Care Assessment Service (ACAS). The higher the level, the more funding and support are allocated to the individual.

Once approved for a Home Care Package, recipients have the choice to select an approved provider to deliver the services outlined in their care plan. The provider will work closely with the recipient to coordinate and deliver the approved services, ensuring that their needs and preferences are met.

4 Levels of Home Care Packages

The Home Care Packages program generally consists of four levels, known as Level 1, Level 2, Level 3, and Level 4. These levels are designed to cater to the varying care needs of individuals. 

Here’s an overview of each level:

  • Level 1: This is the entry-level package and is suitable for individuals with basic care needs. It provides a small amount of funding to support basic assistance with daily tasks such as cleaning, meal preparation, and personal care.
  • Level 2: This package is for individuals with low-level care needs. It offers a higher amount of funding compared to Level 1, allowing for more comprehensive support. It can cover a range of services, including personal care, home maintenance, social support, and transport.
  • Level 3: This package is intended for individuals with intermediate care needs. It provides a significantly higher amount of funding to support a more extensive range of services. It can cover personal care, nursing care, therapy services, home modifications, and additional support for dementia or complex health conditions.
  • Level 4: This is the highest level of Home Care Package available. It is designed for individuals with high-level care needs and provides the most substantial funding. Level 4 packages offer comprehensive support for personal care, nursing care, allied health services, specialized equipment, and home modifications.

The allocation of a specific level of Home Care Package is determined through an assessment by the Aged Care Assessment Team (ACAT) or the Aged Care Assessment Service (ACAS). The assessment considers an individual’s care needs and determines the appropriate level of funding and support required.

It’s important to note that each level of Home Care Package has different funding amounts, and the available services and support will vary accordingly. The higher the level, the greater the funding and range of services that can be accessed.
